Where is Kosovo’s Place in the Digital Economy ?

In 2019, Cyber Academy partnered with Aaron Spitler of The Fletcher School of Law and Diplomacy at Tufts University to research digital skill-building in Kosovo. Over the course of several months, Mr. Spitler interviewed participants who joined the organization to see how CA enhanced their personal and professional development. With the report’s publication today, the team at CA wanted to provide an introduction to the piece which highlights how Kosovar professionals are prepared for the tech-centric workforce.

Since the turn of the millennium, policymakers around the globe have emphasized the need to prepare workers for an increasingly-digitized world. In both “developed” and “developing” states, officials charge that citizens must be equipped with a set of competencies that will ensure that they will not be left behind in the rapidly-evolving economy. Proposals for digital skill-building have centered on data literacy, grounded in the belief that individuals must be able to leverage technologies in order to participate in “knowledge-based” professions. This baseline proficiency, experts argue, will be useful as job prerequisites change due to technological disruptions. According to a 2019 report published by the United Nations Conference on Trade and Development, there has also been a push to promote “softer” skills like critical thinking and interpersonal communication. These proficiencies, which highlight the importance of adaptability, are cited as crucial when thinking of how workers will adapt to trends within the workplace. Possessing this set of skills, ranging from the technical to the creative, may not only expand economic opportunity, but may also enhance social satisfaction.
